The public session of the Chair’s Committee meeting was held at 2:29 p.m. in

DECLARATION OF CONFLICT OF INTEREST
Chair A. DeBartolo asked any trustee who has a direct personal interest or direct or
indirect pecuniary interest in any matter being discussed at the meeting to state their
conflict and the nature thereof.
Vice-Chair P. Adams-Luchowski declared a potential conflict of interest on discussion
and decisions related to the Tentative Collective Agreement between the York Region
District School Board and the Ontario Public Service Employees’ Union (OPSEU).

Appointment of Community Member to the
Parent, Family and Community Engagement Advisory Committee
Background:
In September 2010, the Ministry of Education approved Regulation 330/10 amending
Regulation 612/00, School Councils and Parent Involvement Committees of Education Act
which mandates that each school board in the Province have a parent involvement committee.
This formally recognizes and supports the vision of schools as places of partnership and respect
where every parent feels included. It builds on and strengthens the vital relationships between
parents and schools, school boards and the Ministry of Education and sets a new direction to
help ensure that all partners will have the skills, knowledge, and tools they need to build positive
partnerships. The York Region District School Board has a parent involvement committee called
the Parent, Family and Community Engagement Advisory Committee (PEAC) and it has been
aligned to meet the Ministry’s requirement.
Rationale:
The York Region District School Board PEAC Operational By-Law specifies that the committee
is to consist of 12 parent members and up to three community representatives.
One community representative from the Equity and Inclusivity Advisory Committee (EIAC) is
being recommended to fill a vacancy.

MOTION TO EXTEND MEMBERSHIP TERM ON THE PARENT, FAMILY AND
COMMUNITY ENGAGEMENT ADVISORY COMMITTEE
At the May 3, 2016 Board meeting, the following motion, adopted by the Parent, Family
and Community Engagement Advisory Committee, was referred to Chair’s Committee
for consideration.
“That the Parent, Family and Community Engagement Advisory Committee
(PEAC) recommend to the York Region District School Board that the term
of the following four newly appointed PEAC members: C. Carlisle,
M. Ennis, S. Fazal and R. Pallotto, be extended from October 31, 2016 to
October 31, 2017.”

Special Education Advisory Committee Representation
Background:
The following excerpts from the new Regulation made under Regulation 464/97 of The Education
Act, pertain to the appointment of representatives to the Special Education Advisory Committee.
1.
In this Regulation,
“local association” means an association or organization of parents that operates locally
within the area of jurisdiction of a board and that is affiliated with an association or
organization that is not an association or organization of professional educators but that is
incorporated and operates throughout Ontario to further the interests and well-being of one
or more groups of exceptional children or adults.
2.
(1) Every district school board shall establish a Special Education Advisory Committee that
shall consist of,
(a) subject to subsections (2) and (3), one representative from each of the local
associations that operates locally within the area of jurisdiction of the board, as
nominated by the local association and appointed by the board;
(b) one alternate for each representative appointed under clause (a), as nominated by the
local association and appointed by the board;
(f) one or more additional members appointed under subsection (5).
(2) The board shall not appoint more than 12 representatives under clause (1) (a).
(3) Where there are more than 12 local associations within the area of jurisdiction of the
board, the board shall select the 12 local associations that shall be represented.
(5) For the purposes of clause (1) (f), the board may appoint one or more additional
members who are neither representatives of a local association nor members of the
board or another committee of the board.
Both the terms and qualifications of the nominated association representatives who will form the
Special Education Advisory Committee (SEAC) of the York Region District School Board are the
same as those of the members of the board who appoints them. Up to twelve local associations
may be represented on SEAC. Furthermore, each association must be incorporated in Ontario
and identify the specific exceptionality that it wishes to represent.
Rationale:
To request Board approval for the appointment and/or replacement of one alternate
representative on the Special Education Advisory Committee of the York Region District School
Board.
The Chair’s Committee, Special Education Advisory Committee and the Superintendent responsible
for Student Services support this change in representation.

representative for Easter Seals Ontario, effective June 8, 2016 for the term ending

shortage of workers in
technology fields. The additionof coding to the curriculum willhelp to develop logic
skills which strengthen almost every area of study includingmath, science and
literature. Coding knowledge is an important step towards solving the gender gap in the
field of technology. ltfosterscreativity and strengthens computational skills by moving
the student from a passive consumer of technology to an author and creator. Parents
and students strongly support this addition to the curriculum.

Applause!
June 2016
Applause! is the monthly recognition of significant achievements and contributions by staff, students
and community partners at a York Region District School Board Public Board Meeting.
Recognition of achievements is based on alignment with the organizational goals outlined by the
Trustees’ Multi-Year Plan in combination with the criteria set out in Staff Awards and Student Awards
policies.
Ontario Association for Mathematics Education (OAME) Award Recipient
Roselawn Public School is the recipient of the 2016 OAME award for elementary school staff. Roselawn
Public School was nominated for its outstanding collegiality and teamwork and for involving a number of
staff members in co-planning, co-teaching and co-debriefing.
The extra focus on students with learning disabilities was of particular merit in the opinion of the
selection committee. Roselawn Public School’s video resource on the Learn Teach Lead website was
specifically cited as a positive contribution to the mathematics community.
The school’s team, which is comprised of Theresa Adams, Michelle Azrilyant, Maria Donato, Sandra
Fraser, John Harder, Linda Macris, Janet Moore, Glenn Smith, Lydia Van der Veen and Mark Warling,
was honoured at a conference banquet in May and will be further honoured with an article in the
OAME’s September Gazette and on the organization’s website.
French Public Speaking Competition Winners
Two students from the York Region District School Board won awards at the 32nd Concours d'art
oratoire, the annual French public-speaking event organized by Canadian Parents for French (CFP)
Ontario and the Ontario Modern Language Teachers’ Association. The event took place on May 14,
2016 at York University’s bilingual campus, Glendon College, in Toronto.
The two winners are Rosa Aliee, a grade 11 student from Bayview Secondary School, and Rostam
Djeddi, a grade ten student from Langstaff Secondary School. Both students won a $250 cash prize. As
a first-place winner of the grades 11 to 12 level, Rosa also won a $1,000 entrance scholarship to York
University.
CPF Ontario’s Concours d'art oratoire is the largest annual French public-speaking event for students in
grades four to 12 who are enrolled in French Second Language (FSL) programs in Ontario schools. A total
of 275 students from across Ontario qualified for this year’s event. The York Region District School Board
sent 23 students to the event in total.
Intergenerational Art Partnership
Carol Clarfield, Department Head of Visual Arts at Westmount Collegiate Institute, began a partnership
many years ago with Baycrest Health Sciences, an institution specializing in geriatric residential living,
healthcare, research, innovation and education. The intergenerational art program pairs Westmount
students with older adults from the Freeman Family Day Centre at Baycrest.
The program allows students and seniors to collaborate on art projects over the course of eight sessions,
which culminates with an art exhibit that is attended by the artist’s families, friends, Westmount staff
and Baycrest officials.

Carol began the program after realizing that many students do not have regular contact with seniors
which can skew their perceptions of older adults. Through this program, many students have forged
wonderful relationships with seniors and some Westmount students have gone on to volunteer at
Baycrest and consider new career paths.
Baycrest is currently working to measure the benefits of the program through research being done by
staff members and hope to see this intergenerational art initiative replicated at other organizations
around the world.
Georgina Military Museum
The Georgina Military Museum is a volunteer run organization founded by Sid Giddings and Diane
Doggart. The volunteers maintain a collection of military artefacts which they recently shared with York
Region District School Board staff and students for the Board’s World War I project.
The museum allowed Board staff to use photographs of their artefacts in informational videos and at
showcase events. Museum volunteers visited John McCrae Public School with artefacts and information
so that the students would have a better understanding of WWI and use that information to create a
stunning interpretive art work that involved drama and three dimensional art.
Without their assistance, the WWI project would not have the depth of rich resources that is necessary
for success.
Chief-for-a-Day Contest Winner
Grade five student Alesandra Di Giovanni, from Nobleton Public School, is the winner of York Regional
Police’s annual Chief-for-a-Day Contest. Alesandra delivered her winning essay, How can York Regional
Police help kids be safe when using social media?, before a panel of judges and outlined how York
Regional Police could better connect with teens and children on the dangers of social media.
At a special swearing-in ceremony on May 5, 2016, Alesandra took the helm from Chief Eric Jolliffe and
was responsible for the management of over 2,000 sworn officers and civilians. Alesandra suited up in a
specially-made chief of police uniform during her swearing-in. While in command, she was escorted to a
variety of activities organized by York Regional Police, including a tour of the Marine Unit, Air2, the
Emergency Response Unit and Canine Unit. She also learned about York Regional Police social media
accounts.
On May 18, 2016, Alesandra presented her essay to more than 1,000 guests at the Annual Police
Appreciation Night.
