Newsletter.

If you are interested in any of the properties
in this Newsletter you can make a “bid” for
the property from 12 noon on Wednesday 24
December 2014 until 12 noon on Wednesday 7
January 2015.
You can also bid by using the Freephone
telephone service (0800 678 3091). To do this
you will need your application number,
property list number and sequence number of
the property.
It does not matter whether you make your bid
on the first day or the last day of the
advertising cycle. Once bidding has closed,
everyone who has made a bid for a property
will be considered. The successful bid will be
selected in accordance with the Council’s
Allocations Policy.
If you intend to bid for more than one property
you should enter your bids in order of
preference starting with your preferred
property. This is very important because if you
bid successfully for more than one property we
will assume that the property you bid for first is
your first choice, and so on, in the order you
chose to bid. If your first bid is successful, we
will not consider any later bids you have made,
so the order in which you bid is very important.
You can ask a member of staff at one of our
Neighbourhood Offices/One Stop Shops or
Access to Housing to register a bid for you or
you can fill in the “coupon” in this Newsletter
and return it to one of our Neighbourhood
Offices/One Stop Shops or Access to Housing.
You can also bid online at www.falkirk.gov.uk.
To do this you will need your housing
application reference number and Personal
Identification Number (PIN). If you are an
existing applicant, you should already have
received this. If you have not received this or
you have not registered for housing please
contact one of our Neighbourhood Offices/One
Stop Shops or Access to Housing.
Please note:
That the properties in this Newsletter are
currently having repairs carried out and may
not be ready for occupation until some time
after 7 January 2015. Falkirk Council also
reserves the right to withdraw any of the
properties advertised to discharge statutory
duties or deal with emergency situations if
necessary.

Arrangements for Christmas and New Year
The Homespot property newsletter will be available as normal on Wednesday 24 December
2014. This issue will run for 2 weeks until Wednesday 7 January 2015.
Please note there will not be a property newsletter on 31 December 2014.
A new Homespot property newsletter will be available on Wednesday 7 January 2015 and run
until Wednesday 14 January 2015. The property newsletter will be available weekly each
Wednesday from 7 January 2015.
HomeSwapper
Falkirk Council is registered with HomeSwapper which is a web based service to help tenants
of social landlords swap houses.
Falkirk Council tenants can register with HomeSwapper free of charge and get information
about tenants in the Council area who want to exchange houses as well as details of people
wanting to move here from outside the area.
If you are not a tenant of Falkirk Council check with your landlord to see if they are registered
with HomeSwapper. Even if your landlord isn't registered with HomeSwapper you can still
use this web based mutual exchange system but you will need to pay a small registration fee.
For more information about HomeSwapper visit their website at www.homeswapper.co.uk at
or contact your local Neighbourhood Offices/One Stop Shops.
If you find someone to carry out an exchange with either through HomeSwapper or any other
way you must get written permission from the Council (or your own landlord if you are not a
tenant of Falkirk Council) before an exchange can take place.
If you are a Falkirk Council tenant you can get an application form and a guidance note from
one of our local Neighbourhood Offices/One Stop Shops. Our offices also hold a list of other
people that want to exchange houses.
Please note that written permission is needed from the Council before an exchange can
take place.
What are Home Seekers,
Home Movers and Home Starters?
You are a Home Seeker if you are considered homeless in terms of homeless
legislation.
You are a Home Mover if you are a tenant of Falkirk Council or a tenant of a
Housing Association or a Registered Social Landlord (RSL) living in the Council area.
All other applicants are Home Starters.

ALL applicant groups are eligible to bid on properties that are advertised as All Groups. If the
property has been previously advertised as Adapted or Housing With Care Level 3 or with a
lettings initiative the qualifying criteria will still be in place for the selection of the successful
applicant.
If you have children or have access to your children and are ineligible to bid on a 3 bedroom
property please contact the Allocations Team on 01324 503200 who will note an interest in
the property for you.
The Council aims to make the best use of its housing stock; in letting houses, the Council will
seek to select applicants whose household size makes best use of the property.
Welfare Reform April 2013
The Government changed the welfare benefits system throughout the UK in April 2013. The
new rules restrict the size of home you can receive Housing Benefit for based on the number
of bedrooms in the house and the number of people living there.
If you are bidding for a property through HomeSpot you should bear this in mind.
What are the Changes?
The new rules restrict the size of property you can receive Housing Benefit for based on the
number of people in your household.
The rules allow one bedroom for:
•
a single adult or adult couple (married or not)
•
any other adult aged 16 or over
•
any two children of the same sex – aged 10 to 15
•
any two children aged under 10 years – mixed or same sex
•
any other child (other than a foster child whose main home is elsewhere)
•
a carer (or team of carers) who does not live with you but provides you or your partner
with overnight care.
If you are a tenant of working age and you have more bedrooms than you need based on the
criteria above, your Housing Benefit will be reduced.
If you have one extra bedroom your housing benefit will be reduced by 14% of your rent
charge and if you have two or more extra bedrooms your housing benefit will be reduced by
25% of your rent charge. In both cases, you will have to pay the difference yourself.

Changes to HomeSpot
Some changes have been introduced to HomeSpot with effect from 10 October 2012. These
changes to Home Spot were agreed in a report to the Housing and Social Care Committee
on 28 August 2012. The full report is available on the Council’s website at
www.falkirk.gov.uk
Applicants only able to bid for properties advertised for their applicant group.
From 10 October 2012 you will only be able to bid for properties that are advertised for the
applicant group that you are in. For example, if you are a Home Seeker applicant you will only
be able to bid for properties advertised for Home Seekers. The same applies to Home Movers
and Home Starters.
Properties that have been adapted and would previously have been advertised for “All” Groups
are now advertised as “Adapted” properties. All applicants with a medical recommendation
i.e. a “M” after their Band of priority are able to bid for these properties irrespective of
whether they are a Seeker, Mover or Starter.
Home Seekers that are not bidding for properties
If you are a Home Seeker with Band 1 priority and you have not been actively bidding for
properties you will be made one offer of housing out with HomeSpot i.e. we will directly
match you to a property. If you refuse this offer of housing your priority for homelessness will
be removed as the Council will have discharged its duty to you in terms of homeless
legislation. Your application group will change from Home Seeker to Home Starter and your
housing situation will be reassessed.
If you are living in temporary accommodation provided by the Council, you will have to leave
this.
Home Starters with Band 1 priority for threatened with homelessness
All applicants that have been awarded Home Starter Band 1 priority because they are
threatened with homelessness within the next 2 months will change to Home Seekers with
Band 1 priority with effect from the original date of award.
