URBAN RENEWAL PLAN FOR AN URBAN
RENEWAL AREA IN GRUNDY COUNTY,
STATE OF IOWA
The Board of Supervisors of Grundy County,
State of Iowa, will hold a public hearing before
itself at its meeting which commences at 9:00
A.M. on March 28, 2016 in the Board Room,
County Courthouse, 706 G Avenue, Grundy
Center, Iowa, to consider adoption of a proposed Amendment No. 1 to the Memorial Hospital Urban Renewal Plan (the "Amendment")
concerning an Urban Renewal Area in Grundy County, State of Iowa, legally described as
follows: The overall ownership of the Grundy
County Memorial Hospital located in Section 7
of Township 87 North, Range 16 West of the
5th P.M., being within the city limits of the City
of Grundy Center, Grundy County, Iowa, is

A copy of the Amendment is on file for public
inspection in the office of the County Auditor,
Courthouse, Grundy Center, Iowa.
The general scope of the urban renewal activities under consideration in the Amendment is
to promote the growth and retention of qualified industries and businesses in the Urban
Renewal Area through various public purpose
and special financing activities outlined in the
Amendment. The Amendment provides that
the County may issue bonds or use available
funds for purposes allowed by the Plan, as
amended. The Amendment initially proposes
no specific public infrastructure or site improvements to be undertaken by the County, and
provides that the Amendment may be amended
from time to time.
The proposed Amendment No. 1 would update
the description of proposed projects to be undertaken within the Urban Renewal Area. The
proposed Amendment adds no new land. Other provisions of the Plan not affected by the
Amendment would remain in full force and effect.
Any person or organization desiring to be heard
shall be afforded an opportunity to be heard at
such hearing.
This notice is given by order of the Board of Supervisors of Grundy County, State of Iowa, as
provided by Section 403.5 of the Code of Iowa.

BUILDING PERMITS and PROCEDURE
UPDATE
The mayor and city council of Grundy Center
have recently made changes to the building
permits definition and procedure by adopting
Ordinance 525 on February 22, 2016:
CHAPTER 155.02
BUILDING
PERMIT
REQUIRED. No building, wall or structure shall
be erected, enlarged, reconstructed, structurally altered, or remodeled, and no building, wall
or structure shall be moved from outside to
within the City or from one part of the City to
another, until a detailed written application for a
building permit, in duplicate, has been filed with
the City Clerk and a written permit is issued authorizing the proposed work. No fence shall be
constructed until a detailed written application
for building permit has been filed with the City
Clerk and a written permit is issued authorizing the proposed work. No Permit shall be issued except in conformity with the provisions of
Chapter 165 of this Code of Ordinances, except
after written order from the Board of Adjustment. Permits shall be applied for at the office
of the City Clerk and shall expire one year after
the date of issue. Extensions of time may be
granted in writing by the Zoning Administrator
for good cause.
With building season quickly approaching, we
need to educate everyone on the new procedure.
1. Complete the updated building permit application. Pick up at City Hall or print from city
website at http://www.grundycenter.com/city-ofgc/permits-applications.
2. Make sure to flag out building project on
property.
3. Return completed building application to City
Hall. Permit fees will be collected at this time.
The permit fees shall be as follows:

4. Zoning Administrator will visit property to
ensure measurements and placement are accurate.
5. Once approved, building permit will be issued

the Zoning Administrator will be stopping by to
approve certain steps during the project.

BOARD OF SUPERVISORS PROCEEDINGS
The Grundy County Board of Supervisors met
in regular session on February 29, 2016, at 9:00
A.M. Chairperson Smith called the meeting to
order with the following members present: Bakker, Ross, Riekena, and Schildroth.
Motion was made by Ross and seconded by
Bakker to approve the minutes of the previous
meeting. Carried unanimously.
Smokey Doyle reviewed the products and services which are available from Bruening Rock
Products, Inc.
Motion was made by Riekena and seconded by Schildroth to approve the final payment
voucher with Boulder Construction of Grundy
Center, Iowa, on Bridge D-19, Project No. ERCO38(92)—58-38, and to authorize the chairperson to sign said document. Carried unanimously.
Motion was made by Bakker and seconded
by Ross to approve the 2016 Grundy County
Driveway Policy and to set fees charged for installing driveways along Grundy County roads
at $1,800 plus culvert cost along hard-surfaced
roads and $850 plus culvert cost along gravel
roads. Carried unanimously.
Motion was made by Schildroth and seconded by Ross to approve low quote dated
February 24, 2016, from Diamond Oil of Des
Moines, Iowa, for supplying 5,000 gallons
of winter-blend diesel at $1.1636/gallon and
3,000 gallons of gasohol at $1.0847/gallon for
the above-ground fuel tanks at the Secondary
Road Department in Grundy Center. Carried
unanimously.
Gary Mauer, County Engineer, reviewed department matters with the Board.
Motion was made by Ross to introduce Resolution #36-2015/2016 entitled "RESOLUTION
SETTING DATES OF A CONSULTATION AND

moved that the same be adopted. Riekena seconded the motion to adopt. The roll was called
and the vote was as follows: Ayes – Bakker,
Ross, Riekena, Schildroth, and Smith. Nays –
None. Whereupon, the Chairperson declared
the Resolution duly adopted as follows: RESOLUTION NO. 36-2015/2016, RESOLUTION
SETTING DATES OF A CONSULTATION AND

WHEREAS, by Resolution No. 40-2008/2009,
adopted April 13, 2009, this Board found and
determined that certain areas located within the
County are eligible and should be designated
as an urban renewal area under Iowa law, and
approved and adopted the Memorial Hospital
Urban Renewal Plan (the "Plan" or "Urban Renewal Plan") for the Memorial Hospital Urban
Renewal Area (the "Area" or "Urban Renewal
Area") described therein, which Plan is on file in
the office of the Recorder of Grundy County;
and WHEREAS, this Urban Renewal Area currently includes and consists of: The overall
ownership of the Grundy County Memorial Hospital located in Section 7 of Township 87 North,
Range 16 West of the 5th P.M., being within the
city limits of the City of Grundy Center, Grundy
County, Iowa, is described as: Commencing at
the Southeast Corner of Block One of Ady's

which is to update the description of proposed
projects to be undertaken within the Urban Renewal Area; and WHEREAS, it is desirable that
the area be redeveloped as part of the overall
redevelopment covered by the Plan, as amended; and WHEREAS, this proposed Amendment
No. 1 to the Memorial Hospital Urban Renewal
Plan 1adds no new land; and WHEREAS, considering the Urban Renewal Area resides within
the geographic limitations of the City of Grundy
Center, Iowa, the statute requires a “Joint
Agreement” between the City and the County
be entered into regarding the establishment of
the Area within the City’s area of operation;
such agreement has been entered into and is

the Iowa statutes require the Board of Supervisors to notify all affected taxing entities of the
consideration being given to the proposed
Amendment No. 1 to the Memorial Hospital Urban Renewal Plan and to hold a consultation
with such taxing entities with respect thereto,
and further provides that the designated representative of each affected taxing entity may attend the consultation and make written recommendations for modifications to the proposed
division of revenue included as a part thereof, to
which the County shall submit written responses as provided in Section 403.5, as amended;
and WHEREAS, the Iowa statutes further require the Board of Supervisors to hold a public
hearing on the proposed Amendment No. 1 to
the Memorial Hospital Urban Renewal Plan
subsequent to notice thereof by publication in a
newspaper having general circulation within the
County, which notice shall describe the time,
date, place and purpose of the hearing, shall
generally identify the urban renewal area covered by the Amendment and shall outline the
general scope of the urban renewal project under consideration, with a copy of the notice also
being mailed to each affected taxing entity.
NOW THEREFORE, BE IT RESOLVED, BY
THE BOARD OF SUPERVISORS OF GRUNDY COUNTY, STATE OF IOWA: That the consultation on the proposed Amendment No. 1 to
the Memorial Hospital Urban Renewal Plan required by Section 403.5(2) of the Code of Iowa,
as amended, shall be held on the 7th day of
March, 2016, in the Board Room, County Courthouse, 706 G Avenue, Grundy Center, Iowa, at
10:00 A.M., and the County Auditor is hereby
appointed to serve as the designated representative of the County for purposes of conducting
the consultation, receiving any recommendations that may be made with respect thereto
and responding to the same in accordance with
Section 403.5(2). That the County Auditor is authorized and directed to cause a notice of such
consultation to be sent by regular mail to all affected taxing entities, as defined in Section
403.17(1), along with a copy of this Resolution
and the proposed Amendment No. 1 to the Memorial Hospital Urban Renewal Plan, the notice
to be in substantially the following form: NOTICE OF A CONSULTATION TO BE HELD BETWEEN GRUNDY COUNTY, STATE OF IOWA

Area, the fiscal impact of the division of revenue
on the affected taxing entities, the estimated
impact on the provision of services by each of
the affected taxing entities in the proposed Urban Renewal Area, and the duration of any
bond issuance included in the Amendment. The
designated representative of any affected taxing entity may make written recommendations
for modifications to the proposed division of revenue no later than seven days following the
date of the consultation. The County Auditor as
the designated representative of Grundy County, State of Iowa, shall submit a written response to the affected taxing entity, no later
than seven days prior to the public hearing on
the proposed Amendment No. 1 to the Memorial Hospital Urban Renewal Plan, addressing
any recommendations made by that entity for
modification to the proposed division of revenue. This notice is given by order of the Board

Motion was made by Schildroth and seconded
by Ross to introduce Resolution #37-2015/2016
as follows: Resolution approving the articles of
agreement creating the Middle cedar watershed
management authority. WHEREAS, In 2010,
Iowa lawmakers passed legislation authorizing
the creation of Watershed Management Authorities; and WHEREAS, A Watershed Management Authority (WMA) is a mechanism for cities,
counties, Soil and Water Conservation Districts
(SWCDs) and stakeholders to cooperatively
engage in watershed planning and management; and WHEREAS, Grundy County, Iowa,
desires to enter into an Agreement that would
establish a Watershed Management Authority
within the Middle Cedar Watershed (Hydrologic Unit Code #07080205) to enable cooperation in watershed planning and improvements
pursuant to Iowa Code Chapter 466B.23; and
WHEREAS, Chapter 28E of the Code of Iowa
provides the authority for public agencies to enter into agreements for their mutual advantage;
and WHEREAS, this Agreement is made and
entered into by the eligible political subdivisions
within the Middle Cedar Watershed that adopt
these Articles of Agreement, including but not
limited to the Cities of Cedar Falls, Waterloo,
Cedar Rapids, Evansdale, Hudson, La Porte
City, and Vinton; Benton, Black Hawk, Tama,
and Linn Counties; and Black Hawk and Tama
Soil and Water Conservation Districts. NOW
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF GRUNDY COUNTY, IOWA
that the Chairperson of the Grundy County
Board of Supervisors is hereby authorized to
sign and execute the Articles of Agreement for
the Middle Cedar Watershed Management Authority, a copy of which is attached hereto and
incorporated herein by this reference; and BE
IT FURTHER RESOLVED BY THE BOARD
OF SUPERVISORS OF GRUNDY COUNTY,
IOWA, that said Agreement is hereby approved
as to form and content and is found to be in
the best interest of Grundy County, Iowa, and
the eligible political subdivisions that adopt
these Articles of Agreement, including but not
limited to the Cities of Cedar Falls, Waterloo,
Cedar Rapids, Evansdale, Hudson, La Porte
City, and Vinton; Benton, Black Hawk, Tama,
and Linn Counties; and Black Hawk and Tama
Soil and Water Conservation Districts; and BE
IT FURTHER RESOLVED BY THE BOARD
OF SUPERVISORS OF GRUNDY COUNTY,
IOWA, that the County Auditor is hereby authorized to file a copy of this Resolution and Agreement with the Secretary of State, as required
by Chapter 28E, Iowa Code. The vote on the
resolution was as follows: Ayes – Bakker, Ross,
Riekena, Schildroth, and Smith. Nays – None.

Notice is hereby given that the Iowa Northland
Regional Transportation Authority Policy Board
(RTA) will hold a public hearing at the INRCOG
Center, 229 E. Park Ave., Waterloo, Iowa, on
Thursday, March 17, 2016 at 1:00 p.m.
The purpose of this hearing is to present for
public comment the following amendment to the
RTA’s FY’16-’19 Transportation Improvement
Program: Increasing the total project cost and
federal aid for the R Ave Bridge Replacement
project, located over Munns Creek 0.04 miles
north of IA-175 in Grundy County. The project
is currently programmed in FY’16 with a total
project cost of $279,000 with $211,000 in federal Surface Transportation Program – Highway Bridge Program (STP-HBP) funds. The
proposed amendment is to increase the total
project cost to $355,000 with $280,000 in STPHBP funds.
It is your privilege to attend this hearing to
express your views concerning the proposed
amendment or you may submit your written
comments to the Iowa Northland Regional
Council of Governments, 229 E. Park Ave., Waterloo, Iowa 50703, through the time and date

SYSTEM IMPROVEMENTS
PUBLIC HEARING NOTICE
The City of Dike, Iowa will be holding a Public
Hearing to review an application for a State Revolving Fund (SRF) loan and to make available
to the public the contents of an environmental
information document and the City’s Facility
Plan. These documents include design and
environmental information related to the proposed improvements to the City’s wastewater
treatment and collection system.
The proposed project involves the construction
of new gravity sewer main, a new sanitary sewer lift station and associated force main, 4 MG
flow equalization basin, oxidation ditch, final
clarifiers, sludge storage improvements, and
wastewater effluent disinfection. The project
will also include the abandonment of the existing 50 year old mechanical treatment facility.
The purpose of this Public Hearing is to inform
area residents of the community of Dike of this
proposed action, discuss the actual cost and
user fees associated with this project, and to
address citizen’s concerns, if any, with the plan.
The Public Hearing location and time are as
